| Description |
| The
Medicaid Program provides medical benefits to
low-income people who have no medical insurance or
have inadequate medical insurance. The Federal
government establishes general guidelines for the
administration of Medicaid benefits. However, specific
eligibility requirements to receive Medicaid benefits,
as well as the type and scope of services provided,
are determined by each individual State. Thus, a
person who is eligible for Medicaid in one State may
not qualify in another State. You must check with the
Medicaid office in the state you live in to confirm
your eligibility to receive benefits.
Medicaid is a joint Federal/State program
administered by each individual state. Each State
develops its own rules related to eligibility and
coverage within broad Federal guidelines.

| Description |
| Medicare
is a health insurance program for people 65 years of
age and older, some disabled people under 65 years,
and people with End-Stage Renal Disease (permanent
kidney failure treated with dialysis or a transplant).
Medicare coverage is comprised of two parts: Hospital
Insurance (Part A) and Medical Insurance (Part B).
Hospital Insurance (Part A) covers for inpatient
care in a hospital or skilled nursing facility, as
well as home health care and hospice care. Most people
get this coverage automatically when they turn 65 and
do not pay a monthly premium if they (or a spouse)
paid Medicare taxes while working. Individuals who did
not pay Medicare taxes may purchase Hospital Insurance
when they turn 65.
Medical Insurance (Part B) covers medical services
and supplies determined to be "medically
necessary," including doctor services, physical
and occupational therapy, and some home health care.
Most people who enroll in Medical Insurance pay a
monthly premium for this coverage.

Senior Community Service Employment Program (SCSEP)
provides part-time community service training
positions to low-income persons age 55 and older.
Program participants work an average of 20 hours a
week, are paid at least the Federal minimum wage, and
are employed in a wide variety of community service
activities. |
